![]() The opposition National Alliance showed disdain for the change manager the St. Maarten Telecommunications Holding Company has contracted for one year. NA-members Rodolphe Samuel and Frans Richardson had a hard time swallowing the fact that this manager will earn a bit more than $300,000 a year. It covers the cost of twenty employees, Samuel offered. Civil servants earn between 3,000 and 5,000 guilders ($1,685 - $2,800) a month Richardson added. So what? There is quite a difference between a run-of-the-mill salary worker and an experienced change manager. He has a higher education, he has managerial experience, and he is responsible for everything that goes down at the company during the year of his tenure. That justifies a salary most salary workers can only dream about. To compare his salary with that of twenty workers or to put it in the context of a civil servant’s income, probably appeals to people’s imagination, but it does not serve any real purpose. Samuel fears that the change manager is brought on board for the sole purpose of “doing the dirty job of firing TelEm workers.” A manager who comes in from the outside will certainly be able to take a fresh and unbiased look at the state of affairs at TelEm. If the company is overstaffed, that point will certainly get his attention and if he is worth his salt, he will do something about it as well. Researchers at St. Maarten's Department of Economic Policy and Research wrote in Economic Outlook last year that the telecommunications sector is “highly technological, but not very labor intensive.” The writing has been on the wall for quite some time now and if the TelEm Group wants to remain competitive, it will have to become as lean and mean as its competitors. Employees are therefore going towards a period of uncertainty. Their positions will be evaluated. Acting Commissioner Buncamper-Molanus said in the Island Council that she did not know exactly how many people will be fired (though the term made redundant sounds of course less threatening), but from this remark alone, everyone will understand that the government-owned phone company is moving towards lean and mean times.
